100% disk usage for a time period is a normal behaviour for any hard drive or ssd when a file copy, software is loading or background task is using the disk. But if it's 100% usage continues always without any task happening it may be an issue.

Hard drives are still usable today but you would greatly benefit adding a SSD as your OS install drive (C: drive). It provides lower OS & software load times and the PC will be more responsive. And they are less prone to slowing down with time. Then use the hard drive for storing other files & data.
