I'm using an Inspiron 13 5379 2-in-1 laptop. When I'm on battery, I can do some basic things (writing a word doc, watching a movie) without even turn on the cooling fan for like 15 mins. Once it turned on, it's on a low rpm. Once I plugged into the power the cooling fan starts from the beginning and once I started doing the same tasks that I was on battery. The laptop fan works on a high rpm. Why is that? My dad has the same laptop but its i7 8th gen. It works perfectly(with opened chrome, edge & + etc), doesn't matter pugged in or on battery. And also his laptop fan stops when it cooled down.

Thank you.

It's mostly likely due to windows power plans in laptops. They are configure to Passive cooling on battery (reduce CPU performance to control temperature first, then start cooling fan) and Active cooling (speed up cooling fan first to control temperature) when plugged in. You can change these in control panel>edit power plans.

Difference between the two laptops mentioned may be due to differences in dust build up inside the laptops & slightly different settings.
