Check whether the SATA data cable & power cables are properly connected to the device and try another SATA port on the motherboard if available. Also try replacing the SATA cable if possible.

I tried many times by changing sata cables and psu also. no any change detected afterlike pc turning off due to power cut,when  again I powered  on the pc after power is availiable.then the all sata devices are working but I shutdown the pc and checked,likewise sata devices are not working.Is that a bios problem like bios reflashing

Then it may be a issue releated to the motherboards sata controller. Try installing the latest chipset drivers from your motherboard's official website. Also try updating you SATA AHCI drivers(guide link). You can also try resetting you BIOS & updating the BIOS but follow proper precautions when updating bios.

I will try above mentioned steps but I dont know how to update bios since I cant find bios update for my motheboard (G31 MXP) oh,I have forgetten to tell that motherboard cmos battery in low battery capacity.so when the pc turning on cmos checksum error defaults loaded massage display
