Do we need to format the pc after new motherboard and CPU installation. CPU and motherboard is in the same generation but mother board is different brand. Can not we reset the windows and prevent any issues? or do we need to format?

Since it's within the same generation you won't necessarily need windows re-install. Just install the drivers for the new motherboard from their official website.
