I can hear a sound of an engine from pc. When I shut down the pc , the monitor displays a frozen black screen with the cursor and then shut down. Is this a power supply failure?

Open your PC case and check which component is creating the noise.

Inspect the power supply whether any cable or components is hitting the fan inside. Only the normal fan noise and a bit of coil whine should be audible, if any loud electricity noises or component melting smell exists it's a power supply issue. Get your power supply tested from a computer shop and replace it if need.
