When we have to pick one out of between a SSD and a GPU, what is the best investment for budget Video Editing PC build to improve PC's Performance?

If you don't have a dedicated GPU then it's the higher priority, gpu acceleration in video editors improves preview & rendering performance alot compared not having a gpu.
If you have a dedicated gpu then upgrading to a ssd first might be effective since it help improve render caching & import times in video editing and also improve overall computer loading times.

I have a Gainward GTS 450 512mb Dedicated GPU. Then I want to know What should I do?

Since that gpu is pretty old most modern video editing software may not fully support it. Therefore a gpu upgrade will be more worthy.
