*Gtx 550ti is the best gaming vga for budjet builds.
(According to many youtube videos and computer shop's advices)
*But, when Gtx 550ti 1GB compare with Gtx 460 1GB , Gtx 460 is better than Gtx 550ti.

*I want a graphic card for video editing. Please tell me which is the best graphic card for video editing from those two.

GTX 460 has the better performance but both of these cards are pretty old. It won't be a issue if you are using older versions of video editing software but if it's possible go for atleast a bit more recent 600/700 series gpu.
